Overview & Statutory Mandate

The Gambling Regulatory Authority of Sri Lanka (GRA) is the apex statutory regulatory body established under the Gambling Regulatory Authority Act, No. 17 of 2025. Operating under the purview of the Ministry of Finance, Economic Stabilization and National Policies, the GRA is entrusted with the licensing, supervision, monitoring, and enforcement of all physical and digital gambling, gaming, casino, and betting operations within the Democratic Socialist Republic of Sri Lanka.

Prior to the enactment of Act No. 17 of 2025, commercial gambling in Sri Lanka was governed by fragmented, historical legislation—including the Gaming Ordinance, the Betting on Horse-Racing Ordinance, and the Casino Business (Regulation) Act, No. 17 of 2010. The establishment of the GRA unifies these frameworks into a singular, modern, and comprehensive regulatory mechanism designed to uphold industry integrity, protect consumers, and maximize legitimate state revenues.
